Set Up Childcare & Extended Childcare Leave (Singapore)

In Singapore, the Ministry of Manpower (MOM) provides statutory guidelines for Childcare Leave (CCL) and Extended Childcare Leave (ECL) for employees with young children.

In StaffAny, we have introduced leave templates for CCL and ECL that automatically calculate entitlements based on MOM guidelines, including the child's age, nationality, and the employee's length of service.

Leave Eligibility & Entitlement

Childcare Leave (CCL)

CCL applies to employees with a child under 7 years old. The annual entitlement is based on the employee's completed months of service and the child's nationality.

If an employee has more than one child, StaffAny uses the youngest eligible child to determine the entitlement. The entitlement is prorated based on the employee's join date and the child's date of birth.

Extended Childcare Leave (ECL)

ECL applies to employees with a Singaporean child aged 7 to 11 years old (before the child's 12th birthday). Non-Singaporean children are not eligible for ECL.

Add Child Information

StaffAny calculates CCL and ECL entitlements from the child information recorded in each employee's profile. This must be set up before entitlements can be calculated correctly.

The Child Information card is visible to Owners only and only for Singapore organisations.

To add a child's information:

  1. Go to Roster and open the employee's profile.

  2. In the employee detail panel, find the Child Information card.

  3. Click Add Child.

  4. Fill in the following details:
    - Name
    - Date of Birth
    - Nationality — select Singaporean or non-Singaporean
    - Identity Number

  5. Click Save.

Repeat for each child. StaffAny will automatically use the youngest eligible child to determine the CCL or ECL entitlement.


Create a New CCL or ECL Leave Type

StaffAny provides default leave templates for CCL and ECL that are pre-configured to follow MOM statutory requirements.

To create a new CCL or ECL leave type:

  1. Go to Settings > Off and Leave and click Add Leave.

  2. Fill in the leave name and leave tag. Under Leave Template Type, select Childcare Leave (for CCL) or Extended Childcare Leave (for ECL).

  3. Click Next. Review the pre-filled settings in the confirmation modal to make sure they are correct.

  4. Click Save. The new leave type will appear on the Off and Leave page.

Once the leave type is created, assign it to eligible employees under the leave type's Assigned Employees section. StaffAny will calculate the prorated entitlement based on the child information and the employee's join date.


FAQ

What happens if an employee has more than one child?

StaffAny uses the youngest eligible child to calculate entitlement. If the youngest child turns 7, the system checks whether the child qualifies for ECL (Singaporean children aged 7–11).

My employee's child is not a Singaporean citizen. Are they still eligible?

Non-Singaporean children are eligible for CCL (up to 2 days/year) but are not eligible for ECL. Ensure the child's nationality is correctly recorded in the Child Information card.

I cannot see the Child Information card in the employee profile. What should I do?

The Child Information card is only available for Owners in Singapore organisations. If you cannot see it, check your access level with your organisation Owner. If your organisation is not registered as a Singapore organisation, the card will not appear.
